Coral Springs’s first female city manager is Catherine Givens

Coral Springs, Florida – Deputy City Manager Catherine Givens was unanimously elected as the next City Manager by the Coral Springs City Commission, marking the first time in the city’s history that a woman has held the position.

The selection was confirmed at a public meeting on October 30 and comes after a rigorous interview process, the city said in a statement.

Givens will take on her new duties after City Manager Frank Babinec retires on January 6, 2025, after more than thirty years in public service, including five years in the highest administrative position in Coral Springs.

According to a city statement, Givens and Babinec will collaborate closely over the coming months to guarantee a seamless transition and preserve continuity throughout city operations.

In his capacity as City Manager, Givens will be in charge of all city agencies, make sure that rules and regulations are properly followed, and lobby the City Commission for policies that promote the growth and well-being of the community. Her guidance will be essential in directing community engagement programs, budget management, and city operations.

Givens began his career at Coral Springs in 2016 as Director of Budget and Strategy. He has since moved up through the ranks of leadership positions, becoming Assistant City Manager in 2021 and Deputy City Manager in 2022. She oversaw department management, sustainability projects, and budget control, among other crucial facets of city administration, in her capacity as deputy city manager.

Her current duties include managing the $300 million city budget and organizing departmental upgrades to improve Coral Springs’ performance and financial stability.

Givens has been involved in a number of community organizations in addition to her administrative responsibilities. She is an active member of several local and state government associations, a trustee on the Coral Springs Police Pension Board, and a Public Education Liaison for Coral Springs schools.

She has served as president of the Junior League of Greater Fort Lauderdale, the Florida Government Finance Officers Association, and the Florida Sterling Council.

Givens led a global performance analysis and risk management team at Franklin Templeton Investments in the private sector before entering the public service.

Givens was raised in Broward County, graduated from Marjory Stoneman Douglas High School, and has an MBA in global entrepreneurship and finance from Florida State University in addition to a bachelor’s degree in finance.

Givens lives in Coral Springs with her husband and son, whom they are proud to support in their travel soccer endeavors.
